and that counts the savings from ending the wars in iraq and afghanistan. it raises the debt limit by $2.4 trillion in one step and that is an increase larger that boehner plan. and just like the boehner plan, no tax hikes. bill: also as we watch what's happening in congress, we should get new reaction on this daily press briefing. we'll watch that, listen and bring you all the breaking details when that happens. also john boehner just walked into this republican meeting. so we are watching to see if there is any comments from him. yesterday we were expecting comments when it concluded an walked right by that microphone. alisyn: today of course we'll keep an eye on the closed door meeting and let you know when it breaks up. bill: there he is. does he have nothing to share at the moment? it was that meeting yesterday that lasted about an hour and a half and that's when things got a little tense and heated. and boehner and eric cantor delivered their message to the republicans in the house. let's goes. in order for me to do my job i have to get something here. watch that meeting today. ali

. taliban militants have carried out a major attack in southern afghanistan, killing more than 20 people, including a bbc reporter. the assault targeted the officers of the deputy governor, police headquarters and a private security firm. a u.s. soldier has been arrested near the fort hood military base in texas after being found with bomb-making materials. the serviceman has admitted planning an attack. in china, the government is facing a public backlash over the way it handled a high speed train crash which killed 39. authorities say the crash was called by design flaws and signaling equipment but allegations of corruption and lack of transparency are fueling public anger. the premier has visited the crash site. the bbc's martin patience reports from the scene. >> wen jiabo is the soft paternal face of the communist party. in times like this he's called upon to soothe the nation's nerves. at the crash site he paid his respects but he was also bowing to public pressure. >> no matter if it's a mechanical fault, a management problem, or indeed a manufacturing issue, we will get to the bo

, reduced spending on the wars in afghanistan and iraq and through targeted cuts to mandatory spending. it doesn't raise taxes and it doesn't touch medicare, medicaid or social security. again, this is not a perfect plan. i have been on the floor many times in favor of a balanced package that includes cuts to spending, domestic, defense and mandatory, but also includes increased revenues. the reid princess plan doesn't e those goals -- the reid plan doesn't achieve those goals but i hope we will get there eventually. this is not a proposal i would have written, but i'm one of more than 100 members of the senate and more than 535 members of congress, and i don't get everything i want. none of us here in congress get everything we want. that's the nature of compromise. that's the nature of democracy, and that's why the framers of the constitution created checks and balances in government. that's why they created two chambers in congress and three branches of government, and when you're a leader in government, you just don't have the luxury of drawing a line in the sand and walking away.

the winding down of military operations in iraq and afghanistan. and, it would give the government an additional $2.7 trillion in borrowing authority to last through 2012. the top republican in the senate mitch mcconnell said democrats were playing with fire by opposing the boehner plan. >> it's inconceivable to me that they would actually block the only bill that could get through the house of representatives and prevent a default right now. it's inconceivable to me that they would do this for no other reason than to help the president avoid another debate before the election about the need for washington to get its fiscal house in order. >> reporter: those words were echoed by many house republicans who took to the floor this afternoon. >> what needs to be done today-- if you owe debts, pay debts. but we also owe a debt to this generation struggling and the next that we can only repay through fiscal reform. >> reporter: house democrats, such as jim mcgovern of massachusetts, had a very different take on the plan. >> i keep expecting lion tamers and acrobats to appear on the house

're at war for 10 years, in afghanistan and iraq at surge levels. we assume we're going to be fighting this war for 10 more years, with over 100,000 troops in afghanistan and oh, gosh, wait, we're going to withdraw our troops in 2014. $1 trillion in savings. i've got a better idea. let's pass a bill to cover the moon with yogurt that will cost $5 trillion today. and then let's pass a bill the next day to cancel that bill. we could save $5 trillion. wait, i've got a better idea. our debt is $14 trillion. let's come up with a new plan to spend $14 trillion, then rescind it the next day and let's save $14 trillion. this stuff is fiscal fantasy. you can't make this stuff up, mr. speaker. suggesting that we're going to be in a war at these levels for 10 more years when everybody knows we've already decided not to do that, that does not get us $1.3 trillion in spending cuts. only in washington can you add up math like that. we need real spending cuts. i yield myself an additional minute to say, this is getting serious, mr. speaker. very serious. we can't keep spending money we just don't hav

. not only as we wind down the two wars in afghanistan and iraq, i think as a general principle, we have to have a much more what i would call in mechanical factor on our resources, regardless of which branch of the service we are talking about. keep the military strong, make sure we are protecting our veterans, which we have not done a very good job at. i don't think we need the amount of money we're spending now for every military -- every apparatus we can think of. i don't think we can continue down that trail any longer. we cannot afford it and we don't need it. host: congressman bill pascrell is with us for another 15 minutes. republican -- helen, republican line. guest: good morning, helen. caller: i used to be a substitute teacher. the school i had had supplies. it was blessed. but the administration in our county is bloated, its bloated. because i was a substitute teacher, i listened. there is so much administrative and bureaucratic money wasted on education. but you holler, oh, the poor children and teachers, which is correct, but so much money is wasted in bureaucracy -- wasted

in afghanistan alone to prop up a corrupt and incompetent karzai government. how about ending wasteful subsidies to big agriculture companies? how about asking billionaire hedge fund managers to pay the same tax rates as their secretaries? the truth is that the best way to deal with our long-term fiscal situation is to grow our economy. that means creating jobs and putting people back to work. the last election i thought was about jobs. we haven't talked about jobs at all since the new republican majority became -- came to power. that means investing in things like education and infrastructure and green technology and medical research. that's the kind of economic future the american people deserve. the boehner default plan would take us exactly in the wrong direction and urge my colleagues on both sides of the aisle to reject it. i yield back the balance of my time. the speaker pro tempore: the gentleman yields back the balance of his time. the gentleman from california has 5 1/2 minutes remaining. the gentleman is recognized. mr. dreier: mr. speaker, as i listen to my friend from the other side
